Abandoned car in parking space 53 at Sailacre House. Reg plate NV06 NVF. Car has been there for at least four months and is clearly not roadworthy and has a broken window.

Hello
I have finally managed to make progress with the management company.
They posted a TORT notice on the vehicle over a month ago but have now advised me to send the completed Removal Request Form to Greenwich Council to remove the vehicle.
Where can I send this?
I am desperately trying to have this issue resolved as it's been going on for over 12 months, but I can't find any contact details to speak to someone on the phone or over email on the council website about this.

The only car park at this location appears to be a secure underground car park which we cannot gain access to because it’s private property. Apart from the fact we cannot gain access, it does not fall within the Refuse Disposal Amenity Act. Please contact the management company for them to deal with as it’s a civil matter.
