Outside Halstow Garage. The bins are frequently scattered across the public footpath. They are an obstruction, dangerous, unsightly and contravene the councils rules about storage on the public highway. Someone tripped over one of the wheels recently and went flying. They need to be moved and stored offsite by their owners. This has been going on for years.

Very disappointing. How difficult can it be to put notices on the bins asking them to be moved/stored off the public footpath, or they will be confiscated? Thank you.
