Absolute disaster

For long time there are people coming and leaving theirs rubbish bags at the bus stop, recently almost every day. This morning around 30 seagulls opened the bags and all the street is an absolute disaster not to mention the noise at 5 o’clock in the morning. It’s been a while since I’m keeping sending theses kind of complaints and I don’t know what measure could be taken. It’s needed a big sign with consequences of fly tipping and a camera to actually see and fine these “no carers”. Somehow they should be traced and fined as this is an absolute frustration to have to clean (myself often) and next day to be the same situation. Thank you
