Brick wall on pavement

A car has knocked down the brick wall outside 19&21 Cantwell Road. The bricks are currently blocking the pavement. This has happened a few times in the last few years. Would it be possible for the pillar on that side to be built higher so it can be seen more easily by drivers turning around.
