Constant Nuisance Parking on Yellow line blocking crossing the junction. They are there night and day. Makes it unsafe trying to cross the road when taking the kids to school entrance just up from the junction. The black BMW just sits running it engine when I'm dropping of the kids 5-10 mins with black smoke coming out the back of it. They get tickets but just thrown them on the floor. Spoken to the school and council but nothing, so putting here to people can see the problem. Maybe other people can help.
