Broken fence on empty property

This fence is badly broken and it belongs to an empty property that is connected to my property, my dog is able to escape and I live on a main road, the fence belongs to 260 Westhorne Avenue but as the property is unoccupied the council need to come and fix it

Fence has been taken away but not replaced so know its an open space that needs a new fence
