Concrete allowed to run into drain and now totally blocked

Concrete has been allowed to run off from Concrete truck. Water can’t drain and you can see solid concrete blocking it. The daily concrete truck regularly is allowed to run off into drain. Last week a large amount has now blocked the drain. Many pot holes have been caused by the heavy construction trucks.
