Suspected sewage leak

When you enter Eltham station carpark from Dunvegan lane/alley, for the last few weeks there has been a foul, sewage-like stench and a small stream of brown liquid running down from the grass verge into the car park. It’s really strong and disgusting, so I imagine it may be some kind of sewage leak, and it’s been getting worse for the last two weeks.
