Neighbour moved- 54 Miriam Road

This bin as been next door for 2 months and is starting to smell, I do realise our neighbour put the wrong thing in it ( black bin rubbish in green bin ) and so that is why it as not been removed. Under the circumstances that they moved away into sheltered accomodation would it be possible for it to be emptied before the warmer weather arrives
