Communal recycling not collected for months

The communal recycling bin at Beagle Court SE18 3AN has not been emptied for over two months. The council's excuse is that access is blocked by cars but this isn't a problem for the main rubbish truck. Tried to report this on the council website but it doesn't accept reports from flats, so I have to report this here.
