Litter bin that's constantly overflowing

This bin is typically filled by people's takeway rubbish but is then rarely emptied, consequently the bin overflows. It is also a magnet for crows looking for leftovers and dropping the wrappers on the street. It would be preferable to have no bin and instead (hopefully) people eating takeaways will take their rubbish home with them.
