Pavements awash with dog mess

I live on dumbreck road and there is a major problem with dog fouling. Many of the roads leading up to oxleas are the same. Signage with the penalty issued is poor often wrapped around lampposts so cannot be seen. Is it enforced? When was the last time anyone was sanctioned? I have witnessed with my own eyes people walking their dogs up toward oxleas and not cleaning up after their animal.

    It's human mess from nappies left in the rubbish bags for collection that are raided for scraps by the foxes.

    This could be solved with this new invention called a BIN
