Mess around the bins

There is often a mess on the pavement outside 81 Southwood. The residents of 81 Southwood leave their bins on the pavement (even though there is bin storage in front of the house) creating a hazard for pedestrians esp those with children/buggies and elderly. Could the residents please take more care?
