This needs urgent attention

I appreciate that this is a domestic bin, however despite all efforts the ‘owner’ cannot be identified! I have reported this matter several times over the past 6months, but STILL no action has been taken . This green top bin is full of decaying rubbish and needs to be removed from the street forthwith. I have asked constantly for the bin to be removed from the street, it serves absolutely no purpose, other than to hoard stinking rubbish. I do champion our waste services, I think they are excellent, however, nobody will take ownership of this bin. It needs to be removed from the street with immediate effect. It is a health hazard. In desperation, I report this matter again, before I escalate the matter in to a formal complaint.
