Abandoned bin full of rubbish

An abandoned bin without a lid has been left in the street and has gradually filled up with rubbish that people have thrown in it using it as a litter bin. This has been like this for 6+ months (I have previously report this) and is potentially a health hazard as people are throwing food wast into the bin. Note: That the weekly refuse collection teams do not empty this bin nor take it away.
