White Swan budleia obstructing pavement

I have reported several times the Budleia Bush growing out of the White Swan pub obstructing the pavement. There needs to be an immediate s215 order under the TCPA but the Highways Act could also be used to ensure Mendoza pay. It is also causing damage to the historic though neglected building as well as impeding pedestrians.

I have reported this many times. The budleia is hall over the pavement; there remains a palladin bin just used as a dump on the pavement in a Conservation Area and the whole front facade of the building is a mess. It is crying out for a s215 notice under the TCPA.
