Bin not emptied for.2 months

This bin has been against the fence (on pavement) of 164 Waterside Close. Its not been emptied for over 2 months! People have been adding rubbish to and around it. Since this photo was taken more rubbish has been dumped next to it. Doesn't help that no-ones blue or green bins haven't been emptied for 2 weeks

    Still not emptied. Smells diagusting and rubbish growing arround it.

    We have at least 6.bins in same area that have been there for at least 3 weeka that don't appear to have been emptied!
