Waste bags left in front of house

People have been leaving waste bags in front of my house by the trees. Initially it was only one but now there are many. When the bin men come to collect the rubbish they don’t take those as there is a rule of not taking black waste bags that are on the floor. Also as they don’t belong to me I’m not sure what to do. Also there aren’t any cameras on that road so I’m not sure who is leaving it.
