Fly tipping. Every week piles of rubbish not in the bin because it's always full. Attracting mice

There's no blue bin (it appears it has been painted black) so because collection comes once every fortnight, too much rubbish sits outside the bin which gets full very quickly. I have seen mice running around and do not wish they entertained my property which is unfortunately nextdoor. Hope you can help it soon.
