Thorny weeds obstructing pavement from overgrown garden

Front (and back) garden at 102 Lakedale Road massively overgrown. These hanging creepers are thorny and are now actually on the pavement. They are a nuisance to pedestrians and the bin men. They need to be cut back and the garden attended to. This has been an issue for months but now creepers have reached the pavement.
