Overflowing bins blocking the public pavement

Sent to Royal Borough of Greenwich less than a minute later. FixMyStreet ref: 4558420.
Number of overflowing bins with rubbish spilling onto the pavement and the surrounding areas. The whole street is affected by this. The bins are left there for days (outside of collection times) the unsorted food waste attracts the wildlife and the bins block the way on the pavement forcing pedestrians to walk on the road which creates a hazard during busy school drop off/pick up times.

This issue will not be resolved during the weekly cleanse it will persist until you start talking to residents or issuing fines for not complying with the Environmental Protection Act 1990, Section 46A. Do we need to drown in rubbish before anyone tries to address this issue?

Please reinstate the weekly collection of non-recyclable rubbish or speak to residents responsible for leaving their overflowing bins on the pavement and littering the whole Park Terrace area.
