Poorly managed wasteland by private owner

Sent to Royal Borough of Greenwich less than a minute later

This land on sladedale road is not being managed. Poor high fencing constantly falls into the road and across the pavement. They bodge it and it comes down again, is this type of hoarding compliant? The fence obstructs the pavement. There is regular fly tipping, they have put up hostile signage on a residential road. Japanese knotweed is unmanaged which is risking other people's property. It's been badly managed since I've been here in 2016 and it's only getting worse.
