Significant amount of water leaking from the ground, making pavement dangerous and sunken

There is a significant amount of water leaking from the ground in front of 90 Victoria Way. It has gotten to the point where the pavement panels are sunken, and if you step on it, it moves even deeper 10-15cm, then comes back up again. It has been a problem since August. Now the pavement is in a very bad state and is dangerous to pedestrians. Electric cables are running nearby to the electric cupboard of the block. Thames Water contacted but unresponsive.
