Random wheelie bin not for Kirkham st neighbours+ black sacks being dumped

This bin is NOT for 13 Kirkham Street. Appeared about a month ago (not even Greenwich council style bin). Sometimes someone dumps black sacks by the bin too but it's NOT the local neighbours. They have been collected by the bin lorry but more occasionally reappear. We don't want foxes! Bin is very dirty and smelly with mixed waste. It has #13 written on it but it's not from our road or the Slade.
