Large commercial bins and a van being stored on pavement

There are large commercial bins on the pavement in Circus Street. The bins are often (most week days) moved further along the pavement in order to park a commercial van on the pavement during the day thus monopolising a large part of the pavement. Furthermore, there is an unauthorised externally mounted CCTV camera trained at this part of the pavement with a sign saying it is to check who is using the bins. This has been going on for over a year.

  • These bins are pretty disgusting - often overfull and smelly - and the van only makes it worse. Nobody else parks on the pavement, and nobody else leaves their wheelie bins out 24/7 on the pavement. Could the council please confirm that it owns this piece of land?
