Systematic fly-tipping from residents of houses on Prospect Vale

I am resident of Hawkins Court ,31 Prospect Vale. We are suffering from systematic fly-tipping from horrible dirty people who live in the houses in Prospect Vale ,especially residents who's gardens are leading to our car park.In the evening also some youths from Woodhill ( mainly Indian origin) would drink alcohol, take some substance as small silver bottles would be left in the car park as well as fast food packaging. It is truly barbaric .There is a camera on our building facing car park but I dont think is working.Please help.
