Sawn off post on footpath adjacent to football training field after Approaching from Butterfly Lane

I can’t get the location marker in the correct place. It is actually as you walk to the end of Butterfly Lane and start to approach the football training fields on the footpath. Workmen sawed the post off and threw to the side to access the field they were clearing with their vehicles. They were erecting a boundary fence and access gates. This work now appears to be over but the post has not been replaced. The bit of post jutting out could prove very dangerous to walkers, cyclists and children especially should there be snow covering it, or if it is dark.

Still not attended to. If this path is still being used for vehicular access, surely the raised, sawn off post could just be dug up and removed?
