Sent to Royal Borough of Greenwich less than a minute later

Pretty much every time I walk past this address - 15a Greenwich S St, London SE10 8NW, on the way home from Greenwich station, I have to dodge the piles of rubbish that have stacked up. Doesn't matter what time of the day or day of the week. Why is this? Does the council encourage the properties & business close by to dump their rubbish here? Where are the bins? Please sort this out, it cannot go on.... It is a hazard for pedestrians not to fall over this amount of rubbish that should not be on the street in the first place.
