Road Obstruction Riverdale Road

Sent to Royal Borough of Greenwich less than a minute later. FixMyStreet ref: 2870740.
The mechanic based of Riverdale Road and Saunders Road is still using the public footpath and road to carry out works on vehicles. Coming home this evening (again) I was unable to use the public footpath to safely go home as it was (again) being used by yours truly.
My question is, how does a person who is either disabled or a person using pram safely use the public footpath if they have to walk in the road due to an illegal street vendor?
