Water still causing massive slip hazard

This water leaking from somewhere runs on even really dry days like today, flowing freely. Pavement is coated with algae over a wide stretch at least 10 feet making it very hard for anyone with mobility issues and a severe slip hazard for anyone not used to this stretch, this has been going on for many months. If you can’t identify the source at least put in a proper drain within the planting bed and cut a channel to the drain so it is possible to step over it and doesn’t cause an extremely slippery surface down this whole stretch. I know this has been reported multiple times by several people.
