Why is my neoghbour doing the caretakers work.

In this photo,you can see one of my neighbours(who has been here around 6 months), with bin bags full of rubbish, that he has just picked up from one section of the bushes, at the back of the car parking spaces. These are the areas that you have been recieving reports about and have been completely ignored by Greenwich council. Council taxes are paid to the council so that we get a caretaker service. We are also paying a service charge that gas just been brought in by the council,again, as they say, to cover costs for services that we are not getting. Why???????. There are no reasons given, only text messages or email to this site that yhe problem has either been fixed, or past to caretaking services, or internal referal. Judging by the quality of any cleaning that gets done, we can only assume that you are lying to us left, right and centre about what is going on. Your promises of doing these jobs are lies. The people on the ground(caretakers and refuse men ), need to be kept an eye on, or sacked. The same as their team leaders, who stand up for them, no matter how bad their work is. I was once told to get other people to report these matters,as "it looks like your trouble making"(quote of office staff), well, now other people are reporting it and the cleaning is still not getting done. This is criminal begaviour from Greenwich council, as they are now taking money under false pretences. Greenwich Council, i urge you to get these problems sorted. You are doing wrong by every person on our estate. And it is wrong.

Greenwich Council: no-one from the council has been picking up any of the rubbish left in and around the bushes and parked cars along Tennyson Road for a long time. Some of this rubbish (glass, bottles, bags, cans and sharp objects) has been lying there since the middle of 2020. Now someone has even thrown a wheelie bin over the fence, and no one from the council is ever picking any of it up. The other tenant is right -- what are we paying our service charges for on the Shooters Hill Estate?
