Weep hole constantly pouring water onto pavement on Cantwell Road SE18

There are a series of weep holes in a retaining wall (owned by Greenwich council) in front 99-105 Cantwell Road (Council Flats) which are leaking all over the public pavement causing algae/ slime resulting in a very slippery and hazardous surface. It looks like there could be a leak as opposed to natural fall off. I almost fell over due to the slippery surface and was forced to walk in the road.
