Road traffic signs preventing vehicle access to vulnerable residents in Halton Court (assisted living)

Road traffic signs at junction of Ensign Street and Morehead Way and on Handley Drive prevent vehicle access to Halton Court, which is an assisted living residential block. The signed clearly say that vehicles are not allowed access when the lights are flashing. CCTV warnings are given. There is a primary school in this area, but the lights on the sign were flashing at 12:50 today, which is not school arrival/departure hours. We were therefore not able to attend to a vulnerable relative in Halton Court as parking in the area is extremely limited. At most, the no-car zone should be enforce early morning and late afternoon only (and parents should abide by it!). At other times, access should be allowed. Please sort this out as it is causing confusion and distress.
