All drains on Brookhill Road blocked with cement

The parts of Brookhill Road and Willenhall Road are blocked with cement and tarmac since the roads were resurfaced last summer. This picture is taken on the corner of Brookhill Road/Willenhall Road outside number 25 Brookhill Road. This is causing problems when it rains and the surface water has nowhere to drain to. All drains down to the corner of Sandy Hill Road are blocked. Please can this be investigated?
