Thsi vehicle is being used as a tool shed for the car sales and repair business run jointly by a council tenant and an L&Q tenant. Generally half of the vehicles in the permit car park are related to this business and it is unlikely that the permits(when shown) are invalid

Tis repair /sales business has been running on and off since the L&Q houses were built in Samuel Street. This business is also the cause of the tyre and "spare parts" being dumped on the green adjacent to the car park. To my knowledge, this does not count as "off road" as Wing security have removed other vehicles with lapsed tax, etc. I suspect collusion with Wing security as they seem to take no action, even on the rare occasions that their operatives check the car park
