Antisocial Motorcyclist - LC19 SXT, Harley Davidson

There is a Harley-Davidson motorcyclist who rides up and down my road during the early hours of the morning, and late hours at night, who seems to feel that they are above the law and does not need to meet the noise pollution requirements that everyone else must follow.
This is in direct contravention of Section 59.1.b of the Police Reform Act 2002; Antisocial Behaviour with a motor vehicle (https://www.legislation.gov.uk/ ukpga/ 2002/ 30/ section/ 59), and is therefore against the law. Note that this vehicle has never had an MOT, to test whether it meets the DVLA noise requirements for motor vehicles.

It is unfair that a single, selfish individual decides to wake up hundreds, if not thousands of families on a daily basis, without any repercussions. In a time when so many many are staying at home, their homes should not be disturbed and invaded by this type of behaviour, yet alone every single morning at 6am, when most people are still sleeping. This has been ongoing for several months, and now needs to be addressed.
This needs to be escalated to the relevant police authorities, otherwise I, along with all of the other angry and frustrated residents, will be reaching out directly to the local MP to get this matter resolved with urgency.
