This issue has been on going for over 6 months. This has been cleared 3 times and the people in the flats still keep filling bins up, then dumping bags every were. This is now a Health & Safety issue as the rubbish bags are getting broken open and rubbish is every were. The smell is horrendous and wild life etc now going through the rubbish. The Refuse Collection will not accept and keep putting notices out. These people in these flats do not care and just keep throwing more of their rubbish every were blocking access. It's a disgrace !
