No bin collections?

Sent to Royal Borough of Greenwich less than a minute later

Greenwich Council stated on their website that due to bank holiday bin collections would be made on either 5th or 6th September. Yesterday afternoon I found that the black bin had been half emptied and refilled it with rubbish such as packaging materials and building rubble. The green bin also had a bad smell like old food. I never put anything apart from recyclables in my green bin. There are overflowing bins up and down the street. Could the Council confirm if bin collections took place? This is why I always leave it as late as possible to put my bins out because people just dump their own rubbish in mine when theirs are full. Another issue I've noticed recently is where some neighbours use their bins to prevent parking. As someone who was in the "shielding" group with multiple and complex health issues and who does not drive, I rely on taxis to get to medical appointments and so on. I also do majority of my food etc shopping online due to no social distancing in local shops and area as a whole.
