Construction waste dumped in garden of empty council flat

Late last week, the people at 116 Campfield Road built a new fence between them and the empty property at number 118. When they finished they dumped their construction waste in number 118's back garden. Number 118 has been cleaned out by council workers over the past couple of weeks so the garden was completely empty before this fence was put in.

From my viewpoint out my first floor window I can only see half of the garden so I'm not sure how much rubbish has been dumped. This is also the only decent picture I can get of the garden.
