Small tree supported in a wire netting has been precariously uprooted

A couple of weeks ago after a strong windy storm I noticed that one of the council's newly planted young trees ( blossom?) in the front lawn area of Topham House , Royal Hill SE10 has been uprooted (but as yet has not fallen to the ground, therefore it should be easy to push it back to its rightful position without further damage

I noticed today( July 22) that an attempt has been made to stabilise the small uprooted tree in the front lawn of Topham House Greenwich SE10 in Royal Hill, however it appears to be still at a slight precarious angle ( but not as bad as previously) maybe this is only a temporary measure by concerned local residents which is much appreciated rather than a more professional repair by Greenwich Council * sorry unable to send photos
