Traffic warden

I understand the council cutting back on wardens the last few months but now it's at a point where residents who pay the £100 for a permit are being pushed into the free bays and the residents that have ALWAYS used the free bays because they don't want to pay for a permit have been using the residents permits bays . We have lost 3 months worth of value in our permits and it's really unfair . Will there be a reduction in cost at the point of renewal this year??
