Recycling bin left full twice. Why?

Sent to Royal Borough of Greenwich less than a minute later

I waited for half an hour to speak to an operator at the council and she assured me the general waste men would take my blue bin, rejected by the recycling collectors earlier, with the black bin. I spoke to them when they arrived and the confirmed they would take it. It is full of paper, but they did not. No tag has been put on the bin by either team to explain this. I am paying 2 council taxes to you at the moment as I was unable to move into my new property and have had to rent my old house back. I need the bins emptied to help me move, I'm paying 3368 in council tax because of the Lockdown, this really isn't fair and means for the moment I can't recycle anything more.
