Overgrown communal areas

The grass surrounding 106-134A Greenwich high road has become severely overgrown.
Residents are keen to use some of the space to make their own gardens.
This morning council workers were heard outside commenting that one vegetable patch that has been set up is “not allowed”. The tenant was outside later in the morning and observed that someone had urinated on the patch, which has a temporary plastic cover to protect the young plants from cats and the elements.
The tenant has already emailed the council to ask permission to garden in the unused, weed-covered green space behind the flats. The local neighbourhood association is aware of these gardening efforts and have indicated their support.
Please could the grass and weeds be cut and the trees pruned or, short of that, tenants be left to garden in our own communal spaces without rude comments from staff? Previously planted flowers have been inadvertently cut down by the grounds maintenance staff on their riding mowers. As it’s unlikely the grass can be cut at the present time it’s difficult to see the harm in doing some gardening in an area that would improve its value to the local community.
The current amount of tall grass and weeds is an invitation for pests like ticks, animal waste and fly tipping. Hard to see a veggie patch as a problem in that context.

Hello, to some extent we have addressed this issue by applying for a grant to set up a community garden. We have also spoken to the grounds keeper about the existing gardening projects and that all seems fine now. But, the grass and weeds do still need to be cut.
