Green bin condensing brings unknown

I walked past my green bin this morning which gets moved to the bottom of the street due to access issues in advance of the collection. There were what looks like clinical paper towels sticking out of side and a mass of these in the bin plus carrots and new grass.

I presume this is the bin men condensing bins as they move them down the street which is fair enough.

What use is coronavirus self isolating when used clinical towels can be wedged all over bins without the owners knowledge?

Why accept and condense a bin that has clinical towels in a green bin in the first place?

Why are people putting this waste in their bins in the first plex?
