Huge piece of plastic dumped

A large piece of plastic wrapping has been tangled up in the central reservation of the South Circular for months. It is on the eastbound side near the 200m marker for Clifton's roundabout. There is also - as always - loads of litter. I have reported this many times with no action taken. Please note the central reservation is the responsibility of Greenwich Council while Transport for London has responsibility for the carriageway. I am reporting this as a fly-tip in the hope that someone will take notice and clear up the central reservation which is litter-strewn all the way up to the A102 flyover.
