Nature Reserve in disgusting state

The Nature Reserve is filled with litter, dumped items, broken glass, human faeces, remains of fires, and has been for some time. A lot of rubbish is dumped from overlooking flats: action needs to be taken to prevent this, it's a dangerous place to walk due to the likelihood of being hit by thrown rubbish. There are council notices saying "Please respect this place". Clearly, this isn't happening. What action are you going to take to improve matters?
