Bins left on street, completely blocking pavement.

Residents of 11 Coxmount Road fail to put bins back in their side alley after collection on Monday. This makes it not possible to pass on the pavement for healthy people, definitely for pushchair or wheelchair users. Can they please be reminded to put their bins back behind house side gate? Thank you.
