Bins in street never put away

Residents of 38 Woodland terrace fail to put bins back in their front yard after refuse collection. This makes it difficult to get past on the pavement with pushchair or wheelchair as there is also a lamppost in the way. Can they please be reminded to put their bins away? Thank you.
