Bins obstructing pavements

Bins from No 33 and No 35 are permanently left on pavement rather than on homeowner property. Blocks pavements as there is also a large fir tree protruding onto pavement so have to walk in street with pram to get around it.

Bins have now been left permanently on pavements causing an obstruction. It is impossible to use the piece of pavement if you are on a mobility scooter or pushing a pram as 4 bins obstruct most of the pavement.
