Alleyway to our flat is continually fly-tipped in and is becoming a safety hazard

This is the alleyway behind a row of flats and stores on Shooters Hill Road, and I have resided in 198A Shooters Hill Road (SE3 8RP) for over 4 years. The alleyway has always had issues with flytipping but is getting progressively more and more uninhabitable. The alleyway is the only entrance to my house and when it rains, the pathway cannot drain effectively so a puddle the width of the alleyway collects at the entrance to my door - meaning I have to tread around, through filth in order to reach my home. Piles and piles of discarded waste are consistently left here - sofas, beds, mattresses, tires, doorframes, pallets, to name a few. But also waste is discarded on the floor here - rotting food, unsanitary personal items, general waste. I have discovered needles and spoons used for heroin on multiple occasions, which I have previously reported to the police who have investigated. Also multiple nitros oxide canisters are discarded here from when people use them recreationally I imagine. As mentioned before, the alleyway has always had issues with flytipping, but it has gotten to the point where I don't feel safe coming in and out of my own home. Foxes come at night and rifle through the rubbish, throwing it everywhere, and I have witnessed rats as of late. Not only is this unsanitary and poses a health risk, but multiple businesses operate using this alleyway. The entrance to my flat is directly next to the storeroom entrance for The Co-Operative, where their food lorry reverses into to deliver fresh produce and food. There are also many fast food restaurants that operate on this alleyway, and after seeing the state of where the back entrances lead to, and the health concerns I have with unsanitary waste and vermin, I don't believe it is safe for any of us to continue to live near in this squalor much longer. I have been in contact with Royal Borough of Greenwich before to report that we were missing all wheelie bins, and was originally told we weren't allowed to have them replaced due to the state of the alleyway. They cited that more bins would increase the chances of more flytipping. We were actually sent wheelie bins in the end, but I tried opening up a conversation there about how to rectify this situation - there's a large sign indicating flytipping is illegal and will incur a fine if caught, but unfortunately I don't think this does enough to deter anyone. I wonder if we can clear the alleyway and make use of the gates that currently bookend it, because they are never used now and do nothing to deter this. I'd be very grateful if we could seriously look into this, as it is becoming one of my biggest concerns and I do not feel safe or sanitary living here.
This is being looked into by our enforcement team as its all owned by various people we have made contact to make them clear the land in question
